Popular usage reflects decimal grouping: the 1990s are 1990-1999, and the widespread Y2K celebration treated 2000 as the cultural start of the 21st century and 3rd millennium.
The disagreement is about naming conventions, not about the calendar date itself. In ordinal Common Era counting, there is no year 0: year 1 is the first year, years 1-100 form the 1st century, and years 1901-2000 form the 20th century. By that rule, the 21st century starts on January 1, 2001, and the 22nd century starts on January 1, 2101. The same counting makes the 3rd millennium run from 2001 through 3000.
Popular usage often follows decimal blocks instead. People talk about the 1990s as 1990-1999, the 2000s as 2000-2009, and the cultural "millennium" moment as midnight at the start of January 1, 2000. That is why Y2K and millennium parties made sense socially even though formal ordinal counting put the 3rd millennium one year later.
This tool labels those approaches as "ISO-style" and "popular." ISO 8601:2019 is the date representation standard for Gregorian calendar dates in information interchange; when dates are treated as ordinal Common Era years, centuries and millennia count from year 1. The popular convention is not a standards rule. It is the everyday decimal-block shorthand used in speech, publishing, and event branding. For factual writing, state the convention: "21st century, 2001-2100" for ordinal counting, or "2000s/21st-century popular usage, 2000-2099" when discussing the cultural framing.

Entering 2000 produces the sharpest split the tool can show. The ISO-style century row reports the 20th century, 1901-2000, because ordinal counting closes each century on a year ending in 00. The popular century row reports the 21st century, 2000-2099, since decimal grouping opens a new block the moment the digits roll over. The millennium rows divide the same way: 2nd millennium, 1001-2000, against 3rd millennium, 2000-2999. Only the decade row shows a single answer, the 2000s running 2000 through 2009, because decade naming follows decimal blocks in practice regardless of convention.
A pattern emerges quickly when you step through the years around a boundary: the two conventions disagree on the century number only for years ending in 00. Every other year receives the same ordinal from both, just attached to ranges offset by one year.

The table also explains why the argument flares up once per century and then goes quiet: from 2001 through 2099 both camps say "21st century" and nobody notices the underlying disagreement until 2100 arrives.
Nobody celebrates the start of the 203rd decade. Decade names like "the 1990s" and "the 2020s" are pure decimal blocks, and ordinal decade counting has no foothold in ordinary writing, so the tool reports one decade range for any year: the 2020s run 2020 through 2029, full stop. This is a useful reminder that the century debate is a naming dispute, not a calendar defect. Where only one convention survives in actual usage, the ambiguity simply disappears.
Both answers are defensible under different conventions. Ordinal counting from year 1 places the start at January 1, 2001, because the 20th century needed a full hundred years, 1901 through 2000. Popular decimal usage places it at January 1, 2000, matching the Y2K celebrations.
The year-numbering scheme was devised centuries before the numeral zero entered common European arithmetic, so 1 BCE steps directly to 1 CE. Astronomers use a separate numbering that does include a year 0, but calendar-era counting does not.

Attach the range on first mention: write 21st century (2001-2100) for ordinal counting, or the 2000s (2000-2099) for the decimal framing. Once the range appears, readers from either camp parse the sentence the same way.
